Bihar, West Bengal, Rajasthan and Punjab are the states where there is no BJP government. The people in power in these states are self-styled contractors of the Other Backward Classes (OBCs). But in these states the OBC class is not even getting the full benefit of their quota. This has been revealed by the survey of the National Commission for Backward Classes (NCBC).
The Commission has found in its investigation that the reservation rules made for OBCs have been openly violated in four states of the country, West Bengal, Bihar, Punjab and Rajasthan. The National Commission for Backward Classes visited several states of the country between February and May this year. According to the survey conducted during this period, many types of disturbances have been seen in the reservation policies. This NCBC survey has revealed that a large population of OBCs are being denied government jobs and reservation in schools, colleges.

Bangladeshi and Rohingya benefit in West Bengal
In West Bengal, there is a Trinumal Congress (TMC) government under the leadership of Mamta Banerjee. NCBC visits have revealed that Bangladeshi and Rohingya Muslims have also been included in the list of OBCs in West Bengal. The commission also found that the Bengal government has given OBC status to a total of 179 castes. Out of this 118 castes are Muslims.
National Commission for Backward Classes Chairman Hansraj Ahir has said that it has come to the fore during the commission’s visit that a large number of Hindus have converted to Islam in West Bengal. This information was received from the Cultural Research Institute, an organization of the Government of Bengal. However, when a written explanation was sought from the Government of Bengal in this regard, the Government said that there are no clear figures of how many people have converted. Hansraj Ahir has clearly stated that people outside the purview of OBCs in West Bengal have also been included in this list.
Wrong reservation policy is applicable in Rajasthan and Punjab
NCBC has also found in its visit that the reservation policy was not implemented properly in the Congress ruled state of Rajasthan. The commission has said that in seven districts of Rajasthan, not a single person was officially from the Other Backward Classes. However, the fact is that a large section of the OBC population is living in these districts.
Hansraj Ahir has said, “No caste certificate was issued in 7 districts of Rajasthan. The reservation policy has been wrongly implemented here. The state government was asking for the income certificate of the entire family for giving the OBC certificate. Due to this many deserving people were disqualified for non-creamy layer certificate.”
The NCBC has also directed the Aam Aadmi Party government of Punjab to increase OBC reservation from 12% to 25%. According to the Economic Times report, a total of 37% reservation is applicable in Punjab. In this, 25% is fixed for SC and 12% for OBC. Since the maximum limit of reservation is 50%. In such a situation, the Backward Classes Commission has directed the Punjab government to increase the OBC quota by an additional 13%.
Bihar violated the rules of OBC reservation
Similarly, the JDU-RJD coalition government of Nitish Kumar found many anomalies in the implementation of reservation in Bihar. The NCBC has found that the Bihar government was also including agricultural income of class III and IV employees to calculate total income. Thus, they were given non-creamy layer OBC certificates. Apart from this, people of Kurmi caste were also being given wrong caste certificates in Bihar. The Backward Classes Commission has given instructions to amend it. This rule was in force in Bihar for 30 years (1993-2003). Please tell that during this period the power of Bihar has been in the hands of Lalu Yadav, Rabri Devi and Nitish Kumar.
