JammuPrime Minister Narendra Modi, on his first visit to Jammu after the abrogation of Article 370 and 35A in Jammu and Kashmir, arrived in Samba district to address a large public meeting. PM Modi was accorded a warm welcome at Palli village in Samba district. During his address, the PM said, ‘I have come here with the message of development. Projects worth over Rs 20,000 crore have been inaugurated today to give impetus to development in J&K. The Prime Minister addressed all the Gram Sabhas across India on the National Panchayati Raj Day from here on Sunday.
PM Modi said, ‘Panchayati Raj Day is being celebrated in Jammu and Kashmir this year. This is a sign of a new development. Democracy has reached the grassroots level. He said, ‘The people of Jammu and Kashmir were deprived of the 3-tier Panchayati Raj system. We have implemented all the central laws in J&K to empower the people.

Modi said- New dimensions of development have been established in Jammu and Kashmir in the last 2-3 years. There are about two hundred and fifty laws of the center which were not implemented here. We implemented those laws to empower every citizen of Jammu and Kashmir.
The PM said, ‘I want to tell the youth of Jammu and Kashmir that the troubles with which your parents, grandparents and maternal grandparents had to live life. You will never have to live such a life, I will show you this.
Modi said – this nectar of independence is going to be the golden period of India. This resolution is going to be proved by everyone’s efforts. In this, the role of the most grassroots unit of democracy, the Gram Panchayat, all of you friends, is very important.
The PM said, ‘India’s development is hidden in the mantra of Vocal For Local. Local governance is also the driving force for the development of democracy in India. The scope of your work may be local, but its collective impact is going to be global. We have to recognize this power of local.
PM said- Our government also has a lot of emphasis on increasing the participation of sisters in the Panchayati Raj system. What India’s sister and daughters can do, India’s experience has taught the world a lot during this Corona period.
The PM said, ‘When I talk about Ek Bharat, Shreshtha Bharat, then our focus is on connectivity, it is also on erasing distances. Whether it is of hearts, language, behavior or resources, removing them is our biggest priority today.
Modi said- It is the effort of the government that the role of Panchayat should be more in planning and implementation of every project related to the development of the village.
The PM said, this time Panchayati Raj Day, being celebrated in Jammu and Kashmir, is a sign of a big change. It is a matter of great pride that when democracy has reached the grass root in Jammu and Kashmir, then from here I am interacting with Panchayats across the country.
PM said- Work is going on fast in the state to give a new impetus to the development of Jammu and Kashmir. These efforts will provide employment to the youth here. Today many families have also got property cards of their houses in their villages.
Prior to his address, Prime Minister Modi, who reached Palli Panchayat in Samba district to participate in the National Panchayati Raj Day celebrations, laid the foundation stone and inaugurated development works worth over Rs 20,000 crore. During this, Lieutenant Governor Manoj Sinha was also present there and he congratulated the Prime Minister for this.
LG Manoj Sinha said, ‘PM has given a new industrial plan in Jammu and Kashmir. Since independence till now there was an investment of only Rs 15,000 crore, now we have proposed Rs 52,000 crore while PM will inaugurate projects worth Rs 38,000 crore. We expect the investment to cross Rs 70,000 crore.
Prime Minister Narendra Modi laid the foundation stone of the Delhi-Amritsar-Katra Expressway and inaugurated a 500 kW solar power plant at Palli village in Samba.
PM Narendra Modi inaugurated the Banihal-Qazigund Road Tunnel built at a cost of over Rs 3,100 crore. The 8.45 km long tunnel will reduce the road distance between Banihal and Qazigund by 16 km and reduce the travel time by about one and a half hours.
Prime Minister Narendra Modi laid the foundation stone of 850 MW Ratle Hydroelectric Project and 540 MW Kwar Hydroelectric Project on Chenab River in Kishtwar district.
